If GoGuardian picks up Flagged Terms, does that mean that those words were searched for?

No, it actually means those words appeared in the content, meta-description, or title of the page.   So the user may have searched for a specific word not on the flagged term list, but if the page loads with flagged terms existing in the body of the text, the meta-data, or page title, then GoGuardian will count these instances in Flagged Activity.

Note: Google searches will often produce flagged activity if inappropriate content is searched for.  You can check what words were actually searched for by inspecting the Google searches the user completed around the time that the flagged event was generated.
